Organisational Problem Identification
This is the territory of management consultants. This is a very well developed area with most private sector* organisations paring down their organisations to focus on what they are good at and utilising consultants to provide advice on all manner of issues.
The key issue here is to ensure that the consultants are working on the real problem - either by giving them sufficient scope in the initial engagement to identify the real problem - or by ensuring an appropriate problem identification process has been used internally.
My consulting work will focus on this latter approach.
