Individual Problem Identification

This is the territory of the Citizens' Advice Bureau (in the UK). The shame is that in many cases individuals ask for advice far too late. They have been addressing the wrong problem and as a consequence their real problems have been made much worse.

There is a need for organisations like the CAB to be proactive rather than reactive - not easy with an entirely voluntary organisation.
